Indeed, a lot of archers seem not to understand the rule, but that is because it is not properly explained by their national association.
Let me try and explain:
An archer is required to have a score record card to be able to attend IFAA sanctioned events.
On that card the scores are recorded of tournaments that are done under IFAA rules, which can be national events, regional events or even club events. These scores are signed off by tournament officials. These can be for Field, Hunter, 3D, Indoor, etc.
The scores of Field and Hunter Rounds are used for classification in IFAA sanctioned events.
There are no classes in 3D and Indoor events or in any other event that may be sanctioned by the IFAA, so the scores on the record sheet are not used. They simply show that you have experience in the sport and you are not a novice.
The IFAA rules book states that you need the score record card. There are no reasons given why it is required. It is simply a rule. The reasons are explained on the IFAA web site.
So you are correct:
You require a record card to attend any IFAA sanctioned event, and it must be shown at registration.
It does not require scores, but I recommend that if you shoot events under IFAA rules, you record these scores.
These score are used for classification in the Hunter and Field Rounds only, and such scores are valid for two years.
XXXX, some member associations only issue such cards when they are sure that the archer has an acceptable level of experience, so they are not a liability to the association.
Other associations do not care and issue such a card to any person.
The IFAA requires the card to show experience and knowledge of an archer in the event of claims against the IFAA and so reduce liability of the IFAA.

Ich hoffe, das beendet diese ewige Diskussion "Eintrag nötig oder nicht" ein für alle mal. Ich habe die dauernde Streiterei satt.
Ursache der Meinungsverschiedenheiten ist vermutlich, dass der Österreichische Verband 2 Einträge verlangt.
IFAA selbst (siehe Mail oben) und der deutsche Verband DFBV verlangen keine Einträge auf der Scorecard.
